Carlton Dowe, VIPA’s executive director, and Joshua Carroll, Royal Caribbean Group’s vice president of destination development, signed a memorandum of understanding (MOU) detailing the two organizations’ partnership this week at the Seatrade Cruise Global conference in Miami.

The initial arrangement for preferred berthing at VIPA’s Crown Bay and Frederiksted cruise facilities in St. Thomas and St. Croix was struck in June 2016. According to authorities, the agreement provides VIPA with guaranteed minimum earnings as well as increasing trips to St. Thomas and St. Croix. According to Dowe, the Royal Caribbean Group has also “expressed an interest” in funding upgrades to the Crown Bay facility and landside improvements in the Crown Bay area and St. Croix.
This achievement, according to Dowe, indicates a significant boost for the territory’s economy as well as expanded possibilities for companies and entrepreneurs in the USVI’s tourist industry.
“This MOU continues what has been a very cordial, dependable, and mutually beneficial arrangement,” Dowe added. “Our common objective is to make the United States Virgin Islands a top Caribbean destination.”
VIPA will work with Royal Caribbean to extend the Crown Bay facility to handle the cruise line’s Icon and Quantum-class ships, as well as construct a third cruise berth, as part of the deal. According to VIPA officials, the MOU’s improvement plans call for the parties to “revitalize the area to appeal to locals and cruise tourists.” Royal Caribbean has also agreed to collaborate with VIPA and the Virgin Islands administration in order to “improve and enhance the entire tourist experience on St. Croix.”

The Celebrity Equinox was the first ship to dock in St. Croix since the pandemic shutdowns on August 8. Since July 2021, the US Virgin Islands has welcomed 22,991 cruise ship passengers.
